The invention relates to a modified insulated rotary ladder, comprising connectors disposed at two ends of an insulated ladder. One connector is a connecting ring, and the other connector is composed of inner and outer fastener rings capable of rotating relative to each other, the inner and outer fastener rings are positioned through lock pins, the position close to the inner fastener ring is provided with a carrier platform, one end of the carrier platform is fixedly connected with the inner fastener ring, the other end of the carrier platform is fixedly connected with the insulated ladder, and an operating platform is slidably connected to the carrier platform. By implementing the technical scheme, fixing operations can be performed at tower parts of various types conveniently and quickly, an operating range is greatly widened, and practicality and utilization efficiency are improved. The problems that due to low stability of an operating device, an original device needs high labor consumption of personnel for live working and safety and reliability are low, and the like are solved; the effect is significant to safety level and working efficiency of live working for substations and to the reduction in labor intensity of operators; safety benefit and economic benefit are greatly improved.
