The structure has the advantages that artificial ecological matrix re-engineering conditions and technical supports are provided for a structural layer on a superficial geology sea filling and land accretion and saline and alkaline soil matrix, the bearing conditions are provided for a biologic chain on a sand blasting land accretion matrix, the gap of a soil improvement technology for a sea filling and land accretion base is filled in, and recycling of building waste is achieved so as to reduce pollution of the building waste.
