The method is as follows: BaCO3, Al2O3, R2O3 and dispersants are added in a ball milling jar, ball milling, drying and screening are carried out, mixed powder with a particle size being less than 50 micrometers is obtained; the mixed powder is subjected to precalcination at a temperature of 1200 DEG C for 8h, the temperature is risen to 1560 DEG C, high temperature calcination is carried out for 2.5h, cooling is carried out, and powder a is obtained; the powder a, dispersants and binders are added in the ball milling jar, ball milling, drying, mechanical crushing and screening are carried out, and powder b is obtained; the powder b is cleaned with acetone as a dispersant to remove the residual binders in the powder, drying and screening are carried out, and powder c is obtained; a plasma spraying method is employed, and a binding layer is obtained on a stainless steel matrix; a plasma spraying or oxyacetylene spraying technology is employed, the powder c is sprayed on the binding layer, and a ceramic coating layer with a perovskite-like structure is obtained. The method is advantaged by good controllability, high production efficiency and low cost, and the combination intensity of the obtained coating layer and the matrix is high.
