The invention provides a rotating drum type swirl curing and stirring device which comprises a dredger, a cylindrical stirring drum and a motor, wherein a sludge storage box is arranged in the dredger, the bottom of the sludge storage box is connected with a sludge suction pipe, the end of the sludge storage box is connected with a sludge discharge pipe, the end of the sludge discharge pipe is provided with a sludge pump, and the outlet of the sludge pump is connected with a dredging pipe; a spiral sludge propeller is arranged in the cylindrical stirring drum, a bearing is arranged at the rear end of the cylindrical stirring drum, and a sludge blowing pipe is connected to the front end of the cylindrical stirring drum; the rear end of the spiral sludge propeller is in drive connection with the motor, and a feed opening is formed in the end of the sludge blowing pipe; and the upper side of the rear end of the cylindrical stirring drum is provided with a curing agent feeding pipe adjacent to the dredging pipe. The device provided by the invention is reasonable in structure, convenient to manufacture, low in manufacturing cost, convenient to disassemble and assemble, and simple in operation. A dredged sludge hydraulic reclamation method utilizing the rotating drum type swirl curing and stirring device is reasonable in step, simple in process, convenient to implement, capable of carrying out hydraulic reclamation construction while curing and stirring dredged sludge with curing agents and auxiliary materials, and capable of effectively shortening the period of the hydraulic reclamation construction.
