The invention discloses an offshore anemometer tower foundation. The offshore anemometer tower foundation comprises a tubular pile and a plurality of supporting legs. The first ends of the supporting legs are fixedly connected to the tubular pile. The second end of each supporting leg is connected with a stand column. Buoyancy tanks are arranged between the adjacent supporting legs. The supporting legs, the buoyancy tanks and the stand columns are all of a hollow structure. One or more of the supporting legs, the buoyancy tanks and the stand columns are provided with water inflowing and draining devices and air inlet devices. The offshore anemometer tower foundation has the advantages of being good in stability, capable of being used repeatedly, low in construction difficulty, low in construction cost, short in installation period and high in installation efficiency. The invention further provides an offshore anemometer platform and an application method thereof.
