The invention provides a high-water-content filling material. The high-water-content filling material includes a component A and a component B, wherein the component A is prepared from, by weight, 700-1000 parts of sulfur aluminate cement and 150-250 parts of fly ash, the component B is prepared from, by weight, 250-500 parts of waste residues for desulfurization, 300-600 parts of red mud, 300-350 parts of bentonite, 1-3 parts of lithium salt and 1-3 parts of anionic surfactant. The invention further discloses a preparation method and a using method of the high-water-content filling material. The filling material is filled underground in a coal mine, waste industrial raw materials account for above 43% of the total weight of raw materials and are filled under a shaft, later strength is continuously improved, and the weather resistance capacity is good.
