The invention relates to a photothermal device for preventing road surface icing and belongs to the technical field of road safety facility application. When it becomes cold, the road positioned above the water body is subjected to moisture condensation, so that frost is formed on the road surface, the frost becomes thicker and thicker, and an ice layer is formed on the road surface. To prevent the road surface from being subjected to moisture condensation to form ice, a controller and the photothermal device are installed on one side or two sides of the road respectively; when a control switch on the controller is turned on, the controller transmits a current to the photothermal device through a conductive wire, the conveyed current is input into a high-temperature bulb through a lamp holder, the high-temperature bulb emits heat, the heat emitted by the high-temperature bulb is collected through a guide cover and radiated directionally to a set area of the road surface, a photothermal radiation area is formed on the road surface and has a set temperature, moisture on the road surface within the photothermal radiation area cannot be condensed into frost, so that no ice layer is formed on the road surface, and traffic safety can be guaranteed effectively.
