The invention relates to a solar photo-thermal device for preventing a road surface from icing and belongs to the technical field of application of road safety facilities. A photo-thermal device and a control device are mounted at proper positions on a road side of a mountain pass road section and a road section which is easy to ice is located in a photo-thermal radiation region; a solar cell and an energy accumulation device are mounted at positions with abundant sunlight; when a controller is turned to a working mode of preventing the road surface from icing, the controller supplies power to a high-heat lamp bulb through a conductor wire via a lamp holder; heat energy emitted by the high-heat lamp bulb is collected and radiated into the set photo-thermal radiation region through a guide emission lamp cover; meanwhile, the controller supplies power to a rotary motor through the conductor wire and the rotary motor rotates back and forth in a set range according to a set working program so as to drive the photo-thermal device on the upper side to rotate back and forth; a photo-thermal radiation region with a certain temperature is formed in the set region, and the road surface of a road in the region does not have a phenomenon that water vapor is iced on the road surface to form an ice layer.
