The concrete and mortar expanding agent is prepared from, by weight, 90 to 100 parts of native alum, 50 to 60 parts of modified gypsum powder, 35 to 45 parts of periclase powder, 15 to 20 parts of expanded graphite powder, 10 to 15 parts of calcium alginate, 8 to 12 parts of a nano gum powder, 8 to 12 parts of turpentine, and 6 to 10 parts of zeolite powder. According to a preparation method, native alum is taken as the main raw material, and the auxiliary materials such as modified gypsum powder are added, so that the obtained concrete and mortar expanding agent is low in alkalinity, high in expansion rate, and low in dry shrinkage rate, is capable of generating high swelling stress after doping into concrete or mortar so as to realize shrinkage compensation, and a safe expanding agent with excellent durability.
