The invention discloses a polycarboxylic acid high-performance water reducing agent and a preparation method thereof, relates to the field of a concrete additive, and solves the problem that the polycarboxylic acid high-performance water reducing agent is limit in source of raw materials. The raw material of the polycarboxylic acid high-performance water reducing agent consists of the following components by weight percent: 30 to 34 percent of polyether, 0.01 to 0.2 percent of initiator, 0.2 to 0.4 percent of chain transfer agent, 0.01 to 0.15 percent of reduction agent, 3 to 5 percent of small monomers, 0.1 to 1.5 percent of alkali and 58.75 to 66.68 percent of water, wherein the polyether is methyl allyl glycol polyoxyethylene ether, or the polyether is a mixture of methyl allyl glycol polyoxyethylene ether and methyl allyl polyoxyethylene ether and/or methyl butenyl polyoxyethylene ether. The polycarboxylic acid high-performance water reducing agent is wide in selectable range of raw materials and excellent in product performance.
