The long side chain of polyurethane increases the steric hindrance of polycarboxylic acid, so that the slump of the concrete is kept good. When the polycarboxylic acid high-performance water reducing agent prepared by the invention is added into concrete for use, the compressive strength and the breaking strength are respectively improved by 63.18-68.16% and 90.20-98.04% in 28 days, the fluidity is 346-352 mm in 1 h and is improved by 25.82-28.00% compared with a blank group, the water reducing rate is improved by 38-39%, and the maximum deformation rate (shrinkage value) is reduced to 50 * 10 <-6 > from 450 * 10 <-6 > of the blank group.
