The invention discloses organic corrosion and rust inhibitor and a preparation method thereof. The preparation method comprises the steps that organic carboxylic acid and polyethylene glycol form a reaction system under the effect of a catalyst, the temperature is increased to 80-180 DEG C, the pressure is reduced to -0.01--0.1 MPa, the reaction is performed for 3-12 h, then polyhydroxy carboxylic acid is added, the reaction continues to be performed for 3-12 h, and therefore the organic corrosion and rust inhibitor is obtained. The organic corrosion and rust inhibitor can inhibit corrosion of chlorine salt to reinforcing steel bars, and meanwhile corrosion damage of sulfate to concrete can be inhibited. No solvent is used in the whole production process, the technology is environmentally friendly, no three-waste is discharged, and the prepared organic corrosion and rust inhibitor has the advantages of being efficient, environmentally friendly and the like.
