The invention discloses a recycling and reusing method for fly ash. The recycling and reusing method comprises the following steps: fly ash is ground until the specific surface area thereof reaches 300m<2>/kg-550m<2>/kg, then fly ashes with the specific surface area of 300m<2>/kg-350m<2>/kg, 400m<2>/kg-450m<2>/kg and 500m<2>/kg-550m<2>/kg are selected, and are further compounded according to the proportion of 10%-20%, 30%-40% and 50%-70%, so that modified compounded fly ash is obtained; the obtained modified compounded fly ash is added into cement clinker according to the dosage of 15%-35%, and at the same time flue gas desulfurization gypsum which accounts for 1%-3% of the mass of fly ash is further added into cement clinker to be mixed and ground. According to the recycling and reusing method for fly ash, provided by the invention, by improving the fineness of fly ash and optimizing the particle size distribution of particles, the activity of fly ash is improved, industrial waste residue is largely utilized, and energy conservation and emission reduction are further realized.
