The temporary pier comprises a plurality of hollow steel tubes and a connector, wherein the connector is connected with the steel tubes; an anchor rod can penetrate to the other end from one end of each hollow steel tube. The construction method comprises the following steps: assembling the temporary pier; positioning and lowering; positioning anchor holes; inserting the anchor rods; pouring; and tensioning and fixing. The temporary pier has the advantages temporary pier consolidation is carried out in a gravity tension anchor bar manner, so that the targets of lowering the construction difficulty and avoiding an overlarge underwater operation are reached.
