The invention discloses low-heat cement capable of efficiently utilizing industrial waste gypsum. The cement is prepared through the steps of preparing cement raw materials from limestone, bauxite, clay, pyrite cinder, fluorite, barium dregs and the processed industrial waste gypsum according to a certain mass ratio, evenly mixing the materials, grinding the materials into raw material powder, sintering the raw material powder, and adding industrial waste gypsum and an adjusting agent to sintered cement clinker. The utilization rate of the industrial waste gypsum in cement production is greatly increased; in the product formed through a formula, the C3S content is decreased, the C2S content is increased, and therefore hydration heat is low; meanwhile, by introducing early-strengthen type sulphoaluminate minerals and adding appropriate amounts of the industrial waste gypsum and the adjusting agent, hydration is promoted, high early strength is achieved, the defect that ordinary low-heat cement is low in early strength is overcome, and the application range of the low-heat cement is widened.
