The invention discloses a ground pile base structure which comprises at least one waste tire piece body, a mud filling area, at least one assembly hole and at least one ground fixing retaining ring piece. The manufacturing method of the ground pile base structure comprises the steps that the waste tire piece body is manufactured through a waste tire, and therefore a base plate can be initially formed; a first preset position of the waste tire piece body is selected to be used and reserved to form the mud filling area; a second preset position of the waste tire piece body is selected to be used to form the assembly hole; and the assembly hole of the waste tire piece body is connected and assembled with the ground fixing retaining fixing piece to form a ground pile base set, the mud filling area faces upwards, and therefore mud can be pushed into the mud filling area.
