The invention discloses snow removing and ice melting equipment, which comprises a heating device, a heat conduction piece, a double electric leakage protection device and a temperature control device, wherein the heating device comprises a transverse pipe and a vertical pipe, the transverse pipe is welded to one side of the vertical pipe, and the end of the transverse pipe and the bottom of the vertical pipe are of a closed structure; a combined device is movably connected to the top of the vertical pipe, a heating system and a monitoring system are arranged in the combined device, the heating system comprises an electric heater, and the electric heater extends downwards to an inner cavity of the vertical pipe; a power line inlet and a monitoring line inlet are fixedly formed in one sideof the combined device; a liquid adding channel penetrates through the combined device, one end of the liquid adding channel is opened and arranged at the top of the combined device, and the other endis arranged at the bottom of the combined device and connected with the vertical pipe; the top of the vertical pipe is movably connected with a waterproof cover; and the transverse pipe and the vertical pipe are filled with anti-freezing liquid. The invention further discloses a construction method of the equipment. The equipment has the characteristics of simplicity and convenience in operation,easiness in popularization and application, low investment, low operation cost, high efficiency, long service life and the like.
