The method comprises the following steps: a road administrator drives a moving vehicle to start a horizontal driving mechanism to make a moving frame and a surrounding shovel plate move to one side of the moving vehicle, and a second universal roller at the lower end of the moving frame is propped against the ground; and a collapsing mechanism is started, a folding mechanism is started, a driving roller and a pushing belt are started to rotate to push a material surrounding shovel plate to the lower end position of the moving frame and drive obstacles to a material receiving device at a higher discharge position in order to realize the receiving operation of the obstacles. According to the method, fallen box-shaped commodities orstones and other obstacles can be conveniently cleared, the safety of workers for clearing roadblocks is ensured, and the safety of other vehicles passing at a high speed is ensured.
