By means of optimization on multiple dimensions such as a rock filling manner, stone particle size control, concrete water-binder ratio control and a grouting method, self-compacting filling of concrete can be completed without the need for adding a grouting pipe in the whole construction process; and in the whole process, conveyance, rock filling and grouting all can be completed through mechanical equipment without insertion and arrangement of the grouting pipe and accurate pouring to the grouting pipe, concrete in a rock-fill body is high in flow rate and rapid in diffusion, and therefore the construction efficiency of the rock-fill dam is greatly improved.
