The construction method comprises the following steps that S1, a drilling machine drills to the bottom of pile bottom sediment through a first sound measuring pipe and a second sound measuring pipe respectively, two high-pressure water pipes are lowered to the pile bottom sediment along the first sound measuring pipe and the second sound measuring pipe respectively, high-pressure water is injected into the two high-pressure water pipes by a high-pressure rotary jet pile machine, and the consolidation substanceat the pile bottom sediment is punched; S2, the high-pressure water is injected through the high-pressure water pipe in the first sound measuring pipe, the water is discharged through the second sound measuring pipe, and particle sediment is taken out; and S3, after hole cleaning is finished, a grouting pipe is lowered to the pile bottom sediment through the first sound measuring pipe, the waterand mud in the segregation layer and the sediment part is replaced by cement slurry with large specific gravity through the second sound measuring pipe, and after grouting is completed, hole sealing treatment is carried out.
