The annular vibration reduction pad isolates and weakens the vibration effect in the horizontal direction. When a train load is small, the first pressing cylinder of the upper end cover extrudes a belleville spring set, a second pressing cylinder below the annular vibration reduction pad extrudes an outer viscoelastic material block, and the belleville spring set and the outer viscoelastic material block isolate and weaken vibration in the vertical direction together. When the train load is large, the center pressingshaft of the upper end cover makes contact with and extrudes the inner viscoelastic material block, the inner viscoelastic material block participates in work, the work performance of the vibration isolation and reduction device is improved, and meanwhile the limiting step is arranged on the base to limit the vertical displacement of the plate-type ballastless track. The vibration isolation and reduction effects can be achieved in the vertical direction and the horizontal direction at the same time, and it is guaranteed that good working performance is achieved under the action of different train loads.
