The exterior wall external insulation system with the non-combustible gel insulation plate is characterized by comprising a bonding layer, an insulation layer, a plastering layer and a finishing layer which are sequentially arranged on a base-layer wall body,wherein the bonding layer, the insulation layer and the plastering layer are fixed to the base-layer wall body through anchor bolts, and the insulation layer is born by a metal bracket; the bonding layer is produced from bonding mortar; the insulation layer is the non-combustible gel insulation plate, and full bonding of the bonding mortar is adopted for the connection of the non-combustible gel insulation plate and the base-layer wall body; and the plastering layer is a composite layer of plastering mortar and an alkali-resistant glass fiber screen cloth. The exterior wall external insulationsystem with the non-combustible gel insulation plate, and the construction method have the beneficial effects of being applied to the field of energy-saving and insulation engineering for buildings,and appliable to external insulation engineering for wall bodies of residential buildings, public buildings and industrial base courses in new construction, extension and reconstruction for districtswith seismic fortification intensity of 6-8 degrees.
