The invention discloses a reinforcing steel bar positioning device and a construction method thereof. The reinforcing steel bar positioning device comprises a frame body part, a moving part and a sliding rod; the sliding rod is arranged on the frame body part; the moving part is provided with a limiting part; the limiting part is matched with a reinforcing bar of to-be-poured concrete; and the moving part is in sliding connection with the sliding rod and moves along a vertical direction, so that the position and the direction of the reinforcing bar of the concrete can be adjusted through the limiting part. The reinforcing steel bar positioning device and the construction method thereof are reasonable in structure and convenience in operation; through sliding adjustment of the moving part,integral deviation and inclined deviation of the reinforcing steel bar are effectively avoided, accurate position of the reinforcing bar of the concrete is guaranteed and the pouring quality of the concrete is guaranteed; and meanwhile, the device can be recycled, so that the whole construction cost is controlled to a certain degree.
