The liftable water surface garbage cleaning robot comprises a main body including a ballast layer, a collection layer, a storage layer and a power layer which are sequentially arranged from top to bottom. A storage cavity is formed in the storage layer; a storage basket is arranged in the storage cavity; a collecting opening communicated with the storage basket of the storage layer is formed in the side part of the collection layer. A water turbine communicated with the storage cavity is arranged on the power layer, an outflow hole that is communicated with the water turbine and used for draining water downwards is further formed in the power layer;the ballast layer comprises a ballast water tank and a water pump communicated with the ballast water tank, and a water pressure sensor is arranged in the collection layer and is in signal connectionwith a water pump and the water turbine. The water surface garbage cleaning robot can be driven to ascend or descend by adjusting the water quantity of the ballast water tank and the rotating speed ofthe water turbine, so that the draft of the water surface garbage cleaning robot is adjusted, and garbage with different sizes, weights and immersion depths is cleaned.
