The invention discloses a thermal insulation tie part and a thermal insulation wall. The thermal insulation tie part comprises a pull bar. The two ends of the pull bar are sleeved with thermal insulation plate fixing plates. A thermal insulation plate is placed between the two thermal insulation plate fixing plates. The outer sides of the thermal insulation plate fixing plates are provided with thermal insulation plate fixing buckles. The thermal insulation plate fixing buckles are used for fixing the thermal insulation plate fixing plates to the thermal insulation plate. The two ends of the pull bar are provided with steel bar fixing buckles. The steel bar fixing buckles are used for fixing reinforcement cages in wall plates on the two sides of the thermal insulation plate. When the thermal insulation tie part is in use, the thermal insulation plate fixing plate, the thermal insulation plate fixing buckle and the steel bar fixing buckle at one end of the pull bar are mounted in advance; the other end of the pull bar is inserted into a hole of the thermal insulation plate and penetrates out to the other side of the thermal insulation plate; the other thermal insulation plate fixingplate, the other thermal insulation plate fixing buckle and the other steel bar fixing buckle are mounted at the other end of the pull bar in sequence and fastened; and steel bars of the reinforcement cages of the wall plates on the two sides of the thermal insulation plate are fixed through the steel bar fixing buckles in sequence to form the stable sandwich type thermal insulation wall.
