The novel external thermal insulation system sequentially comprises a base body, bonding mortar, an interface agent, plastering mortar, glass fiber gridding cloth and an external wall facing system from inside to outside, wherein a blocky rock wool belt is arranged between the interface agent and the plastering mortar, and the fiber direction of the rock wool belt is perpendicular to the base body. According to the novel external thermal insulation system, a traditional rock wool board structure is arranged to be the blocky rock wool belt, equipment such as a bracket is not needed during installation, the tensile strength is greatly improved, and the safety performance is 15 times or above that of a rock wool board system; and in addition, due to the fact that the fiber direction of the rock wool belt is perpendicular to the base body, bulging and cracking can be effectively prevented, the air permeability and the respiration are better, and the water seepage problem of a rock wool board wall body is effectively solved.
