The invention discloses a high fill structure for existing tunnel soil foundation and a construction method. The high fill structure comprises bearing isolation piles, a bearing foundation, a lightweight concrete body, filling bodies and composite geomembranes, wherein the bearing isolation piles are arranged on the positions, on the two sides of an existing tunnel, of the rock foundation at intervals and extend into the soil foundation at the upper portion of the rock foundation, and the existing tunnel is located in the soil foundation; the bearing foundation is connected to the tops of thebearing isolation piles, and the bearing foundation is located above the soil foundation; the lightweight concrete body is arranged at the top of the bearing foundation; the filling bodies are arranged on the soil foundation and fill the two sides of the bearing foundation and the two sides of the lightweight concrete body; and the composite geomembranes are arranged between the bearing foundationand the filling bodies and between the lightweight concrete body and the filling bodies. The high fill structure is simple, convenient to construct and good in effect.
