The upper surface of a base is fixedly provided with a hydraulic rod, and the front side of the base is provided with a control panel; and movable wheels are arranged at the four corners of the lower surface of the base, and four fixing pins distributed in a rectangular shape are arranged at the positions, located on the inner sides of the movable wheels, of the lowersurface of the base. The pay-off rack is provided with an incoming line pipe with steel balls on the inner side, so that the friction between the measuring line and the inner wall of the pipeline canbe further reduced greatly in the process that the measuring line is shrunk and pulled out; thus, the wear of the measuring line can be reduced, and a rotatable drum is arranged, and a cleaning clothis driven by the drum to rotate; the measuring line can be cleaned comprehensively and efficiently; and the problem that foreign bodies stick to the measuring line and consequently the measuring lineis hard to wind is solved.
