The invention discloses a quick plasticizer for concrete with a low water-binder ratio, wherein the first component comprises carboxymethyl cellulose sodium, sodium hydrogen persulfate, sodium p-styrenesulfonate, methyl allyl polyoxyethylene ether and water, the second component comprises glyceryl monostearate, calcium sulphoaluminate and alkyl glycoside, the third component comprises starch ether, stearic acid, polyvinyl alcohol and sodium dodecyl benzene sulfonate, and the fourth component is a maleimide aqueous solution. The method comprises the following steps: heating the third component,adding the first component and the second component into the third component in a dropwise manner at the same time, adding the fourth component in a dropwise manner after the first component and thesecond component are added into the third component, and neutralizing until the pH value is 7 to obtain the quick plasticizer for the concrete with the low water-binder ratio. According to the invention, the plasticizing speed can be greatly accelerated, the plasticizing time is shortened to be within 20 seconds, the production efficiency is improved, the production cost is reduced, the water consumption of concrete is reduced, the fluidity of the concrete is increased, the leveling property is remarkable, the flow velocity is increased, the early strength of the concrete is increased, and theperformance of the concrete is improved.
