The invention discloses an oblique pile prestress exerting device and a construction method thereof. The oblique pile prestress exerting device comprises a surrounding purline, a loading unit, a forcetransmitting unit and anti-pulling units and further comprises a connecting unit and a locking unit, wherein an oblique pile obliquely penetrates through the surrounding purline, the loading unit exerts axial force on the oblique pile, the force transmitting unit transmits the axial force exerted by the loading unit to the oblique pile, the anti-pulling units are symmetrically arranged on the twosides of the oblique pile, one end of each anti-pulling unit is fixed to the bottom of the surrounding purline, and the other end of each anti-pulling unit movably penetrates through the surroundingpurline and is then connected with the loading unit. The prestress of the oblique pile can be rapidly exerted before excavation of earthwork, the oblique pile enters a stressed state in advance, and therefore the aims of rapidly giving play to the bearing capacity of the oblique pile, reducing the deformation of a foundation pit and effectively protecting the surrounding environment are realized;and in addition, the oblique pile prestress exerting device can be located outside a ring beam and has the advantages that the application range is large, the oblique pile prestress exerting device can extend to the ground, and therefore it is avoided that since the ring beam falls to the bottom, the oblique pile prestress exerting device is affected by underground water, and the oblique pile prestress exerting device can be recovered.
