The invention provides a composite reagent for resourceful treatment of waste mineral oil or waste containing waste mineral oil. The composite reagent comprises active silica and active alumina, and also comprises any two or more than two of calcium carbonate, cement, sodium potassium sulfate, calcium sulfate, a water reducing agent, fly ash, pulverized coal and charcoal. The composite reagent canquickly complete demulsification adsorption of waste mineral oil or waste (oily sludge) containing waste mineral oil; the mixed solid can be dried and cured under a natural condition and can be ignited and combusted in an air atmosphere after being simply cured, the requirement of combustibility on the moisture content is low, and organic oil can be efficiently inorganized without adding other auxiliary agents. The composite reagent is low in price, durable in storage, easy to transport and simple and convenient to use, and does not need special instruments and equipment.
