The invention relates to a material paving execution device and a material paving robot. The material paving execution device comprises: a mounting base; a discharging mechanism which is arranged on the mounting base; a leveling and compacting mechanism which is arranged on the mounting base and used for compacting and leveling the dry mortar discharged from the discharging mechanism; and a position and posture detection mechanism which is arranged on the mounting base and is used for detecting the pose of the leveling and compacting mechanism. The position and posture detection mechanism candetect the spatial positions and postures of the discharging mechanism and the leveling and compacting mechanism in real time, it is guaranteed that the paving working face is located within the samehorizontal elevation all the time, and therefore the basic condition that a dry mortar layer can be evenly and flatly spread and is consistent in height is formed. Along with walking of the movable chassis, dry mortar is continuously discharged from the discharging mechanism to a foundation where bricks are to be laid, then the leveling and compacting mechanism can strike, compact and level the dry mortar discharged to the foundation, efficient and high-flatness paving operation of the dry mortar is completed, and labor of workers is relieved.
