The invention discloses a freezing liquid stopping device and a freezing liquid stopping method. A refrigerant output by a refrigeration module is circularly transmitted along a refrigerant transmission channel, so that surrounding liquid is solidified, a freezing liquid stopping layer for blocking the flowing of the liquid is formed, the influence of underground water on exploitation operation isavoided, and particularly, for a soft rock side slope area of an open pit mine, the structural stability and water resistance of a side slope with underground water frozen are greatly enhanced. A physical method is adopted, materials for forming a water-blocking structure do not need to be consumed, only low-power operation is needed for maintaining freezing after the freezing liquid stopping layer is completely formed, the cost is low, the effect is excellent, and the device and the method are particularly suitable for exploitation operation in a high-cold environment. Most importantly, whenthe exploitation is finished, water resources can be restored to the original state after the freezing liquid stopping layer is melted, the situation that the water level is greatly reduced by drainage of precipitation is avoided, soil fixation and water control are realized, a green exploitation operation auxiliary scheme beneficial to ecological sustainable development is realized, and a greatsignificance is achieved for vegetation protection in a steppe region rich in mineral resources.
