The invention relates to a liquid nitrogen freezing device and method used for freezing an underground soil layer, and a nitrogen storage mechanism is used for storing liquid nitrogen. The liquid supply mechanism comprises a first liquid supply pipe and a second liquid supply pipe; the outer sleeve is located at an underground soil layer, the first liquid supply pipe is provided with a first end and a second end which are opposite, the second liquid supply pipe is provided with a third end and a fourth end which are opposite, the first end and the third end are communicated with the nitrogen storage mechanism, and the second end and the fourth end extend into the outer sleeve, so that the second end is located at a first preset depth of the underground soil layer; the fourth end is located at the second preset depth of the underground soil layer, and the first preset depth is larger than the second preset depth. The liquid nitrogen in the second liquid supply pipe can absorb heat for the shallower-depth part of the outer sleeve and can also absorb heat for the shallower-depth part of the first liquid supply pipe at the same time, so that the liquid nitrogen in the first liquid supply pipe is ensured to reduce gasification on the way and keep low temperature when flowing to a deeper position in the outer sleeve.
