The invention relates to the technical field of sponge cities. The invention discloses a sponge city rainwater collecting and purifying system which is low in energy consumption. According to the technical scheme, the system comprises a water collecting device, a water purifying device and a water storage device, the water purifying device comprises a vertical filter cartridge, the height of the filter cartridge is smaller than that of the water collecting device and larger than that of the water storage device, a water inlet pipe penetrates through the top of the side wall of the filter cartridge, a water outlet pipe penetrates through the middle of the side wall of the filter cartridge, a dross collecting net is erected in the filter cartridge, a sludge discharge pipe is arranged at thebottom end of the filter cartridge, the water inlet pipe is arranged along the tangential direction of the filter cartridge, the water inlet pipe is connected with the water collecting device, one endof the water outlet pipe is located at the axis of the filter cartridge, the other end of the water outlet pipe is connected with the water storage device, the dross collecting net is located betweenthe water inlet pipe and the water outlet pipe, and a sludge discharge valve is arranged on the sludge discharge pipe. The system has the advantages of using the mechanical energy of the rainwater itself to realize the preliminary filtration of the rainwater and reducing energy consumption.
