The invention provides a device and system for collecting energy through swing of an expressway anti-glare plate. The device comprises a plate body, a first linking arm and a first power generation device. The plate body is used for blocking light of vehicles in the opposite direction and swings along with air pressure generated by the vehicles, and the plate body is arranged on an expressway isolation zone. The first linking arm is used for swinging at the same time along with the plate body and is arranged on one side of the plate body. The first power generation device is driven by the first linking arm to act and generates electric energy, and the first power generation device is arranged on a use field and is arranged adjacent to the first linking arm. In the system, the adjacent devices for collecting the energy through swing of the expressway anti-glare plates are connected through an electric conduction wire. By means of the device and system for collecting energy through swingof the expressway anti-glare plate, a wind power generation device is omitted, noise cannot be generated, in addition, the structure is simple, power generation is conducted on the premise that the light of the vehicles in the opposite direction is blocked originally, and in addition, due to the fact that the structure is simple, assemblies for use are few, and therefore the subsequent maintenance difficulty is lowered.
