The method comprises the following steps: B, mounting an outer-layer arch structure, and mounting a displacement sensor and a strain sensor to monitor and feedback displacement data and strain data of a corresponding part of theouter-layer arch structure; c, mounting an inner layer arch structure; f, performing first-stage filling until the displacement data and the strain data reach a preset limit value standard; i, pouringconcrete between the outer-layer arch structure and the inner-layer arch structure, and waiting until the concrete reaches preset strength; and J, carrying out second-stage filling until a preset standard is reached. The structure comprises the outer-layer arch structure, the inner-layer arch structure, a filling body structure, the displacement sensor, the strain sensor and a data transmission module. High stability and safety can be achieved in the whole process of installation construction and actual use in ultrahigh fill engineering.
