The invention discloses a water level management device and a farmland irrigation and drainage system, belonging to the technical field of agriculture. The water level management device includes a drainage tube and an irrigation and drainage control device; the drainage tube includes a fixed tube end for fixed installation and a free tube end which can move up and down; and the irrigation and drainage control device is used for control the free tube end to switch between a through-flow position and a closure position; wherein the end face position of the free tube end at the through-flow position is not higher than the end face position of the fixed pipe end, and the end face position of the free tube end at the closure position is higher than the end face position of the fixed pipe end. The water level management device can also include a water level detection module for real-time detection of the water level and a controller module; and the controller module is configured to controlthe irrigation and drainage control device according to the water level detection signal of the water level detection module to adjust the end face position of the free pipe end of the drainage tube.The water level management device disclosed by the invention is simple and practical, can be installed universally, and is simple to operate and control.
