The invention provides a collision damping guardrail for roads and bridges. The guardrail comprises buffer mechanisms, stand column assemblies, steel ropes and protection plates. The at least two stand column assemblies are arranged side by side. The two buffer mechanisms are located on the two sides of the stand column assemblies arranged side by side correspondingly. The end parts of the two steel ropes are respectively coiled on steel rope discs in the buffer mechanisms, the steel cables penetrate through the stand columns in the stand column assemblies respectively, the steel cable locatedon the upper side makes contact with the friction discs in the stand column assemblies, the steel cable located on the lower side is located under the clamping plates in the stand column assemblies,the guard plates are arranged between the two stand column assemblies respectively, and the guard plates are fixedly connected with the steel cables. The protection plates are connected with the steelcables when a vehicle collides with the protection plates, the steel cables are driven to contract towards the inner side, the contracted steel cables drive the steel cable discs to rotate, a movabledisc descends to enable a telescopic rod assembly to make contact with a bottom plate, and the buffering effect is achieved, so the collision force of the vehicle can be effectively buffered in the collision process, and the safety of passengers is effectively protected.
