The invention discloses an energy-saving and water-saving irrigation device. The energy-saving and water-saving irrigation device comprises a fixed shell, wherein an opening cavity with an upward opening is formed in the upper end face of the fixed shell; a movable shell is arranged in the opening cavity; an annular upper solar panel fixedly mounted on the lower end wall of the opening cavity is arranged outside the end face of the opening cavity; aircrafts which are installed in the upper end face of the fixed shell in a power mode are arranged along the upper solar panel in a front-back symmetry mode; moving cavities are formed in the middle end wall of the opening cavity in a left-right symmetry mode; and threaded grooves are rotationally formed in the end walls, away from the center line of the opening cavity, of the moving cavities. The device can automatically detect the water content in the land through a humidity detector, when the water content is insufficient, the device automatically flies out to spray crops at fixed points, the crops are prevented from being too short of water, rainwater can be collected in rainy days, and water resources are saved; and a flying spraying mechanism is charged through a power generation mechanism of the fixed shell, and external power supply access is not needed.
