The invention relates to the technical field of ocean mining, in particular to a seabed mineral sediment lifting mechanism and a mining device. According to the seabed mineral sediment lifting mechanism, a second pipeline is arranged in a first pipeline, and an impeller assembly is further arranged in the first pipeline. The impeller assembly comprises a first-stage blade and a second-stage bladewith opposite rotation directions, a driving mechanism conveys seawater to drive the impeller assembly to rotate through the first-stage blade, so that the second-stage blade lifts a mixture of seabedmineral sediment and seawater, and the seabed mineral sediment is lifted. The driving mechanism further drives a stirring assembly on the end part to rotate, the seabed mineral sediment can be liftedand stirred only by adopting the driving mechanism to conveniently extract and lift the seabed mineral sediment, the mixture of the seabed mineral sediment and the seawater flows in an area between the first pipeline and the second pipeline or in the second pipeline in the lifting process, and the peripheral ocean environment is prevented from being polluted.
