The method comprises the following steps: 1, adding water into an adhesive to obtain an aqueous adhesive solution; 2, adding the aqueous adhesive solution into the carbide slag, and uniformly mixing to obtain a mixture; and 3, carrying out compression molding on the mixture, drying at room temperature, drying, and calcining to obtain the catalyst. Carbide slag generated in the process of producing acetylene from calcium carbide is used as a main raw material, cyclic utilization of the carbide slag is achieved, the problems of energy and environment in the coal-based calcium carbide industry are solved, and the maximum load of calcium oxide obtainedthrough cooperation with disodium hydrogen phosphate and a sodium dihydrogen phosphate adhesive can reach 85.8 N or above.
