The components such as SiO2 and Al2O3 in the tailings have potential gelling activity; under the action of cement, the gelling property can be exerted and the basic conditions for making bricks can be met; manganese ore is used as a main raw material, a small amount of cement is used as a cementing material, a pore-forming agent is added for uniform mixing and stirring, the water permeable brick is prepared through compression molding and maintenance, the raw materials are easy to obtain, the preparation process is simple, a high-temperature sintering process is avoided, energy consumption is greatly reduced, meanwhile, the raw material cost is reduced, and industrialization is facilitated.
