The fixed winch hoist comprises a base and a winding drum, and a wire climbing buffer device is fixedly arranged on the base. By arranging the wire climbing buffer device, a traction rope on a winding reel on the hoist penetrates through the wire climbing buffer device and then is connected with a reverse type flashboard,wherein the wire climbing buffer device comprises a bearing plate, pulleys and a wire guide wheel, and a rectangular frame is fixedly connected to the position, located in the middle, of the upper end face of the bearing plate; a V-shaped grooved wheel is arranged on the wire guide wheel and located in the rectangular frame, an upper conical spiral groove and a lower conical spiral groove are formed in the outer surface wall of the V-shaped grooved wheel, and a traction rope on the winding reel passes through the two pulleys and makes contact with the outer surface wall of the V-shaped grooved wheel. When the traction rope drives the V-shaped grooved wheel to rotate, the effects of acceleration take-up and pay-off and deceleration take-up and pay-off are achieved, and then the function ofstably controlling opening and closing of the flashboard at variable speeds is achieved.
