The mechanism comprises a shell and a handle, a micro motor is arranged on the shell, a turbineis arranged at the power output end of the micro motor, and the turbine is connected with a clutch gear set through a transmission gear; the clutch gear set is in transmission connection with the output gear, and the tooth part of the output gear is exposed out of the side face of the shell; a transmission rack is arranged outside the side surface of the shell and is meshed with the output gear;and a mounting hole is formed in the upper portion of the output gear, and the handle is arranged in the mounting hole. The clutch mechanism has the advantages that the clutch mechanism is adopted, manual starting can be achieved at any time, and normal manual starting or stopping can be achieved even if a motor breaks down; the handle is externally arranged, the locking mechanism drives the handle to rotate, the opening function of the window is better observed, and manual operation is also facilitated. When the window is locked, the motor can rotate by 180 degrees, the inward-falling micro-ventilation function is achieved, air enters the window from the side face of the window, and a person does not directly blow the air and feels comfortable and cool; inward tilting of the window can beintelligently operated, the inward tilting micro-ventilation and inward tilting functions are achieved, indoor ventilation can be achieved in rainy days, and rainwater cannot enter a room.
