Thesystem comprises a jacket foundation arranged on a seabed, pile shoes arranged around the lower end of the jacket foundation and a plurality of steel pipe piles inserted into the seabed, wherein the steel pipe piles are inserted into the corresponding pile shoes, diaphragms are arranged at the bottoms of the pile shoes, first sealing partition strips, steel wire brushes and second sealing partition strips are arranged between the pile shoes and the steel pipe piles in an up-down mode, gaps between the pile shoes and the steel pipe piles are vertically separated into first containing cavities and second containing cavities through the first sealing partition strips and the second sealing partition strips, the first containing cavities are filled with expanded high polymers, and the second containing cavities are filled with concrete.
