The invention provides a rail inspection mechanism and a rail inspection trolley. The rail inspection mechanism comprises walking wheels walking on a rail surface, and a transverse tensioning assemblyand a rail measuring assembly which are independently arranged. The transverse tensioning assembly comprises a movable tensioning wheel abutting against the side face of the steel rail and a first tensioning spring connected with the movable tensioning wheel. The movable tensioning wheel tensions the side face of the steel rail under the action of elastic tensioning force provided by the first tensioning spring, and the rail measuring assembly is a contact type rail gauge measuring assembly or a non-contact type rail gauge measuring assembly. By arranging the transverse tensioning assembly and the rail measuring assembly which are independent of each other, the problem that in the prior art, due to the fact that rail tensioning and rail measuring share one set of mechanism, contradictionexists when tensioning force is selected is effectively solved.
