The present invention provides: a decorative sheet which is flame retardant even when laminated on a substrate having low thermal conductivity; and a decorative board having said decorative sheet laminated on a substrate. The present invention provides a decorative sheet intended for lamination onto a substrate having a thermal conductivity of less than 0.1 W/(m-K) on the side on which the decorative sheet is adhered. The decorative sheet (1) has a metal layer having a thermal conductivity of at least 10 W/(m-K), (2) has a plurality of layers containing a halogen-free thermoplastic resin, and(3) satisfies equation (I) below, wherein x is the total thickness ([mu]m) of the plurality of layers containing a halogen-free thermoplastic resin, and y is the thickness ([mu]m) of the metal layer.(I) y>=-0.0001x2+0.123x-12.26
