The invention discloses a bridge expansion joint connecting device, which comprises a supporting and load-bearing part, a bridge joint connecting part, a telescopic positioning guide part, a waterproof part and an elastic part, wherein the supporting and load-bearing part is an I-shaped steel beam with a connecting section being thickened; the bridge joint connecting part is a groove block fixedlywelded to the upper end of the I-shaped steel beam; the telescopic positioning guide part is a columnar guide rod movably arranged in a notch; the waterproof part is a V-shaped rubber belt movably clamped and mounted between the two sets of groove blocks; and the elastic part is a rubber cover plate which is in pin joint with the interior of a mounting groove. Meanwhile, the invention discloses an implementation method of the bridge expansion joint connecting device. The implementation method comprises the steps that the I-shaped steel beam is fixedly placed in a reserved groove position between bridge joints; the columnar guide rod is fixedly welded in the notch of the groove block through a supporting plate; the V-shaped rubber belt is arranged between the two sets of groove blocks through the clamping connection of a cambered surface clamping end head and a positioning clamping groove; the groove blocks are fixedly installed on the upper end face of the I-shaped steel beam; concrete is poured into groove positions reserved between the bridge joints; and the rubber cover plate is movably mounted in the mounting groove position by connecting a pin shaft with an inserting hole.
