The invention provides an environmental rainwater collection and utilization device arranged underground and a control method thereof. The environmental rainwater collection and utilization device comprises a wading layer, a first isolation layer, a water storage layer, a second isolation layer and a reservoir; the wading layer is used for receiving the infiltration of rainwater on the ground; thefirst isolation layer is made of waterproof materials; a plurality of water through holes are provided on the first isolation layer, and on-off valves are provided in the water through holes; the water storage layer is made of water storage materials, and infiltrating water in the water through holes is collected in the water storage layer; the second isolation layer is made of waterproof materials; the reservoir under the second isolation layer is used to store water; the water storage layer is connected with the reservoir through a water guide tube; the water guide tube is provided with a water guide valve; the water guide valve is connected with a control processor; the wading layer is provided with a humidity monitoring device; the humidity monitoring device is used for monitoring thereal-time humidity of the wading layer; and the wading layer is provided with a rainwater monitoring device.
